Program Information:
Part of The American Recovery and Reinvestment Act of 2009 is the Health Information Technology for Economic and Clinical Health Care Act, more commonly referred to as the HITECH Act. Section 4210 establishes an incentive payment program for Medicare and Medicaid providers to encourage the adoption and use of electronic health records. As they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology, the program will provide incentive payments to eligible professionals (EPs) and eligible hospitals (EHs).

DMAP will participate in this program and plans to begin processing applications and issuing Medicaid incentive payments in November 2011.The Medicaid EHR incentive program is voluntarily offered by individual states and territories and can begin in 2011 once the state has a CMS approved infrastructure in place to manage the program. The program will continue until 2021. 2016 is the last year a Medicaid provider may begin participation in the program. The Delaware Regional Extension Center and the Delaware Health Information Network are developing partnerships in order to create a strong relationship with CMA.
