The Idaho Department of Health and Welfare, Division of Medicaid has initiated planning for the State Medicaid Health Information Technology Plan (SMHP). This includes designing and developing a program that offers incentive payments to eligible Medicaid professionals and hospitals, including critical access hospitals that adopt, implement, or upgrade electronic health record (EHR) technology according to meaningful use criteria set forth by the Centers for Medicare and Medicaid Services (CMS). These initiatives are mainly driven by the Health Information Technology for Economic and Clinical Health (HITECH) Act. Idaho will voluntarily participate in the EHR Incentive Program once it has a federally approved infrastructure in place to manage the program, including the SMHP. Funding available from CMS will reimburse 90% of the program’s administrative costs and 100% of provider incentive payments.
